Promptchat will not send a campaign when the user is in live-chat and when the user is waiting for live-chat.
But the campaign will be sent after the end of the live-chat, if the user is in the live-chat.
For users who are waiting for live chat, if the live chat has not been answered, then the campaign will be sent after the "not-answered-chat" trigger has worked.
